Representative of KZN on the Council of Experts
During the 4th Plenary Investment Forum, the Minister of Infrastructure and Construction appointed the Board of Experts on railway investments. Ryszard Leszczyński, the CEO of KZN “Bieżanów” became one of its members.
The presence of Mr. Leszczyński among a select group of experts is testament to his nearly forty years of professional experience and knowledge related to the railway investment process, and also recognition of the role of manufacturers and suppliers of key elements of rail infrastructure in this process.
“Today, documents were delivered to the members of the Board of Experts. The appointment of the Board is another of the aims stated a year ago, when I took over the supervision of railway transport. Without a dialogue with industry manufacturers and contractors, the implementation of an ambitious challenge in spending all available amounts on the railway investment will be risky. The Board of Experts is considered necessary in order to support the investment implementation process; it will be complementary to the Investment Forum already operating at PKP PLK. Its members will indicate areas for improvement and suggest how to overcome existing difficulties. This is all in order to implement planned investments while maintaining a high level of technology and quality.” said Minister Adamczyk while handing out the nominations.
The Board of Experts is the core platform for cooperation of entities involved in the implementation of solutions proposed by the Investment Forum.
Its role is to develop:
- the model contract used in public procurement procedures in the railway sector,
- guidelines for the preparation of definitions of the subject-matter of the public procurement process and for conducting tender procedures in the railway sector,
- recommendations for implementing solutions developed by consulting groups within the Forum.
The Board is a body bringing together representatives of the contracting authority, i.e. representatives of the manager of the national railway network (PKP PLK S.A.) and representatives of railway industry organizations, independent experts and academic communities. Only an holistic view from the perspective of both the contracting authority and the contractor will allow the challenges specific to the railway sector to be met. The Council also comprises representatives of the Minister for Transport and the Centre for EU Transport Projects (Centrum Unijnych Projektów Transportowych).
